Planning for Defining the role of local authorities in an Emergency/ Disaster Event.
ISRATEAM, led by Brig. Gen. Bachar, has led this project (involving all relevant government offices) to establish the roles of local authorities in a mass emergency incident.. As part of the project, the team has had to define the threats and their implications for local authorities in order to determine the necessary command and control organizational needs for responding to the incident.
The roles of the various organizations acting within the municipality framework, were also established, and their particular relationships with the security and search & rescue organizations working within the municipal territory of the local authority .
The structure of the command and control center, the communication and computerized systems needed, and the training and preparedness system were also put in place under the guidance of the IsraTeam management.
